The AIMA Odivelas office is inside the Strada Outlet shopping centre on Estrada da Paiã, open weekdays 9am to 5pm. It is one of the satellite counters that absorb the overflow from the two main Greater Lisbon offices — Lisboa I on Avenida António Augusto de Aguiar and Lisboa II on Rua Álvaro Coutinho — and it chiefly serves the dense immigrant communities of the northern belt: Odivelas, Loures, Póvoa de Santo Adrião, Olival Basto, Ramada and the Sacavém corridor. There is no separate AIMA loja in most of these municipalities, so residents are funnelled to Odivelas, Cacém or Alverca depending on where AIMA has availability. The general AIMA contact centre is (+351) 217 115 000 (weekdays 8am–8pm), but the Contacte-nos online form is almost always a faster route to a human than the phone line about an existing file. A critical point specific to the Lisbon network: your appointment slot is assigned by availability across all Greater Lisbon offices, not by your home address — so a resident of Odivelas is routinely booked into Lisboa II, Cacém or Alverca, and the Odivelas counter handles people from well outside the municipality.

Odivelas sits inside the worst backlog in the country. Greater Lisbon runs 14 to 24 months for a first-appointment slot in 2026 — the longest wait of any region — because the capital's offices carry the heaviest first-permit, renewal and family-reunification load and the satellite counters like Odivelas cannot clear it fast enough. If your case has been pending beyond the legal decision window — 90 days for a first permit, 60 days for a renewal — you qualify to file an administrative court injunction (intimação para um comportamento) to compel AIMA to act. For Odivelas and the rest of Greater Lisbon the historically competent court is the Tribunal Administrativo de Círculo de Lisboa, which is also the most congested — it is the court now buried under tens of thousands of AIMA delay cases. Since 2026 these filings can be distributed to the administrative court for your area of residence rather than piled onto Lisbon, which for many applicants means a faster ruling; our guide to injunction venue outside Lisbon explains when that applies. The filing is documentary — you do not need to appear in court for the case to move, and courts have been ordering AIMA to schedule biometrics within 10 to 60 days.

The Odivelas and Loures catchment is one of the most immigrant-dense in Portugal, skewed heavily toward CPLP and work-based routes — large Brazilian, Cape Verdean, Angolan, Guinean and São Tomean communities alongside a fast-growing South Asian (Indian, Nepali, Bangladeshi) workforce in logistics, construction, cleaning and food service. Family reunification demand is high, and there is a substantial legacy stack of manifestação-de-interesse files from before that route closed. D7 retirees and D8 remote workers are a small minority here compared with the coast. Whatever your permit type, the remedy for AIMA silence is the same: once you are past the statutory decision deadline, the pending status itself is the legal basis for court action, regardless of which Greater Lisbon office issued — or failed to issue — your appointment.
